Simple Perfects by ratio of largest element to smallest element

Simple perfects rectangles with the ratio of the smallest element (eMin) to the largest element (eMax) maximised, have the property of ensuring all elemental squares are a reasonable size, and can be used more readily for displaying information, perhaps as screen interface elements.
